In 1986 in Bologna, the first regional helicopter rescue service was born and in the years that followed until 1992, in the Italian scenario, there was a particular interest in the activity of Bologna Rescue and, more generally, in the idea of the central single operation. Various power plants are born in several parts, with different experiences and structures, the Emilia Romagna Region extends the experience of Bologna to the other provincial capitals.
These were frenetic years, years of a drive towards experimentation and innovation, which lead up to 1 June 1990, on the occasion of the soccer world championships, where 118 was activated in Bologna, the first city in Italy, as the single telephone number for medical assistance . Two years later, on 27 March 1992, the then President of the Republic Francesco Cossiga signs the Decree establishing the 118 health alarm operating centres, re-proposing the entire organizational model experimented in Bologna.
